Potentially interesting but incomplete application. Would you care to further elaborate here?
Is there some problems with the application form, I see so many incomplete forms…
I’d say it’s rather (potentially informative) apathy from the applicants’ side, in general. Same happened with last year’s round of applications and I don’t seem to remember any difficulties filling in the form. But who knows.

Maybe it’s the language barrier. I also see many places where the person clearly didn’t understand the question.
