Request for a fixed reward rate for staking

I would like to submit a request for a fixed reward rate for staking. There are constantly validators who reduce their reward rate to 0. This is not trustworthy and harms the network. A fixed reward rate or minimum reward rate would solve this problem. I propose a minimum reward rate of 10% per annum. What do you think?

We can’t the reward follow a curve so decrease over time.
You should carefully select validators who maintain their validator and have a constant rewards without playing with percentages. On explorer.xx.network you have long history and can look easily who play with that.

There are technical reasons why this can’t work, but if anyone changes their commission rate like this that makes them ineligible for participating in the staking tool.

Please name and shame them (And let @Keith know so he can be sure they are removed).
