I have a declared bandwidth of 100mbit, but in fact it turns out a little less, about 90mbit. Can I submit a request to create a node ? I’m more than up to par with the rest of the equipment.
100mbit both in upload and download?
The actual bandwidth is 92 mbit download / 96 mbit upload. Is this acceptable for the node ?
It should be fine for the node.

additional 100 Mbps for the gateway yet, read the handbook 3-4 page
But only when you run both nodes in the same local network. You could run the gateway in a data centre to circumvent that restriction.
